Technical specification for enterprises engaged in the recovery and dismantling of scrapped motor vehicles

On December 17, 2019, the state administration for market regulation and the state standards commission approved the issuance of the mandatory national standard technical specification for enterprises in the recovery and dismantling of scrapped motor vehicles (GB 22128 -- 2019), which will be implemented from the date of release.

This standard is to implement the management measures for the recovery of scrapped motor vehicles (order no. 715 of the state council) and meet the needs of the development situation of the recovery and dismantling industry of scrapped motor vehicles. The ministry of commerce organizes the revision of the technical specification for the recovery and dismantling enterprises of scrapped motor vehicles (gb22128-2008).

Standard revision follow outstanding scientific nature, improve pertinence, forward-looking, pay attention to the principle of coordination, the new enterprise construction project site selection, clear project site selection should comply with the local overall urban planning and national spatial planning, shall not be built in the urban residential, commercial, and drinking water sources reserve and other environmentally sensitive areas. The requirements of new enterprise facilities and equipment are added. The facilities and equipment are divided into general category, safety and environmental protection category, high-efficiency disassembly category and disassembly electric vehicle category, and the facilities and equipment that should be possessed under each category are defined. The new disassembly of electric vehicles should meet the requirements, including special disassembly site, with special facilities and equipment and professionals, as well as disassembly of electric shock protection and storage safety management, to adapt to the power battery has live, high environmental pollution risk and other characteristics. The requirements for site construction and environmental protection of facilities and equipment shall be strengthened, and the relevant provisions of the state shall be met in such areas as the anti-seepage treatment of disassembly and storage sites and waste storage sites and facilities. The total annual disassembly capacity, the minimum annual disassembly capacity of a single enterprise, and the operating area of different divisions will be increased to guide enterprises to enter the recovery and disassembly industry in a prudent and rational manner.

The release and implementation of the standard is not only conducive to the improvement of the dismantling technology and the level of safety and environmental protection in the industry, but also conducive to the standardization of enterprises' recycling and dismantling operations and the healthy development of the industry.
